What do you need to do to build in entropia universe?

Is there a way to start building buildings like homes, apartments, ect? Who builds these things in entropia universe? How do you actually go about beginning construction on things? Can you make a profit off of buying a home, redecorating it, then reselling it? Also can you design in game clothing ect n create new items in game to sell for profit? If the answer is yes the how? If the answer is no then who designs things such as apartments and what do you need to do to become an architect in this game?
